 Dear Michael,
 Thank you for your email.

In response I can advise that the initial Section 172 Notice of Intended Prosecution was sent out on the        5th August 2019 to the same address as the Further Request for Information. If you have not received the   initial paperwork I would advise that you contact Royal Mail as I cannot answer on behalf of them.

In response to your e mail 12/12/19
I note that you are blaming Royal Mail for the reason that you notified me outside the 14 day limit you are now refusing any further correspondence of which refuses my lawful right to due process
Kind regards

Good Afternoon Michael,

To comply with the law we have to issue the Notice of intended to Prosecution to the Registered Keeper of the vehicle within 14 days of the date of the alleged offence.  The alleged offence in this case took place on the 29th July 2019 and the document was forwarded to you on the 5th August 2019, thus within the 14 day parameters.  As such, we have complied with the law and our obligation and we are not accountable for your alleged 'missing' mail

Again, it is advised that you complete the document you have confirmed you have received and return it to this unit.

Should you have any pertinent queries you are advised to write in as no further correspondence will be entered into via email as we do not conduct trial by correspondence.

Dear Michael,

As advised your problem/issue with not receiving this item will lie with Royal Mail. Again as advised, Northumbria Police are not the postal service.
We are only required to issue the notice within the 14 day time frame, which we have done.

I am not a magistrate and as such cannot enter into trial by correspondence. I am not refusing any correspondence I am advising you that you are using the email channel as a trial and this is not acceptable.

Again, you are advised to complete the paperwork you have received and return it to this office. Failure to do so may see the case forwarded for court action as the letter dictates.

Good Afternoon Michael,
Thank you for your response.

Unfortunately, once the mail has left this department it is up to Royal Mail to post this through your door. Northumbria Police are not the postal service and as such are not responsible for it going missing. If you have concerns regarding missing mail, it is your responsibility to contact Royal Mail.

Irrespective of the alleged missing 'Notice of Intended Prosecution', you have confirmed below that you have received the correspondence dated 9/9/19 which is titled 'Further Request for Information'. This document advises you that an offence was allegedly committed and it prescribes the details of it as required by the law.  It is advisable that you respond to this even if you weren't the driver at the time as failure to reply at all or failure to provide sufficient information may see the case forwarded for court action.
